I would guess all the THT stuff was hand soldered and the white stuff is flux residue. Looks gross, but usually isn’t a problem.
0483 IC has a solder bridge between two pins, unless that is intentional. Didn’t look up the spec sheet.
Edit – on second look both those pins are on the same trace. Disregard.
That scale probably has minerals in it and is shorting out. Could be flux residue, but flux is to pull impurities, so those impurities could be conductive. Always a must to clean flux with alcohol after soldering.
You don’t want all those nasties you pulled from the solder and pad on the board anyway.
It does not work is too little info to help.
Does it switch on?
Has problems? Reboots?

First off no one knows what a LD systems IEM is off the top of their heads.
1. Did it ever work?
2. If it stopped working, what happened when you noticed the failure. Did it get hot, let out smoke, accidentally cross a wire?
3. is any power present or is the hole board dead, that would point you towards a Fuse or something on the input side.
Looks like a crappy solder joint on pin 1 of the connector at the top.
The rest of the image is so bad that there is no way to evaluate the solder. Try taking an image in focus or reflow everything.
