That is a NTC thermistor used as a temperature sensor. The “halo” is to fasten it to the same heat sinks as the adjacent transistors, to sense their temperature.
Seems peculiar that they’d make up a new package type for this, instead of just packing it in a TO220 and wasting some plastic. I guess the reasons made sense, though!
