Looks like a surface mount component on the back of the board. There are a few commercial electronics designed single layer (not manufacture like this is designed – no copper in barrel or on other layer.
I, too, have placed screw terminal backwards before.
With commercial board design, less layers=less cost of production. Back when I was doing sch capture and PCB design, we spent days on end trying to get everything on a 1 or 2 later board if at all possible. to cut down on parasitic inductance, use zero ohm carbon resistors.
