Either your potentiometer burnt out, or you’re measuring between the wrong leads. From my limited experience, usually you measure between the center leg and the ones to the right and left. At the limit of its rotation, one connection, for example on the pair on the left, should measure 0 while the pair on the right should measure the stated resistance.

Edit: in your case, 5kohm.
Looks like your measuring across the entire potentiometer. Measure from the center leg to either side and rotate the potentiometer.
