This usually means that the mechanism that moves the laser is breaking. I had a PS1 that I had to flip upside down to get it to start going and then it would run fine. You can try cleaning the inside to see if that helps, but it usually means that it’s on the way out.
This boombox only starts tracking a CD if I rotate it 90°, so that the two speakers are on the vertical axis. Patiently held in that position, the tracking mechanism softly ticks a few times, then the display will register that the tracking head is at the end of the CD. I can then push the “prior track”button several times to get back to the start of track one, hit play, and once it’s going, I can gently said the boombox into normal position and it will play fine.
Does that sound like a problem with the mechanical part of the CD player or the electronic part?
You could try to clean and relubricate rails and screw that move laser unit, it may help, it may not but if you do it yourself it also costs nothing. Spread lube with cotton swap or something, do not spray into mechanism to avoud getting it into laser lens.

Youtube likely has some instructions too.
You might want to consider replacing that thing in about 15 years ago.
