You would need to put a scope on it, your meter wont be fast enough to show you what is going on.
Charger may be pausing for a few milliseconds now and then to test the rest voltage of the cell periodically.
The cell is 4.05 volts at rest
i wouldn’t trust that cheapo meter with anything.
Bad connection or bad charger.
